I made come cakes 2 days ago and I didn't sterilise them with a pressure cooker because I didn't have it at the time so I decided to try just boiling them. This has failed miserably and my cakes have a bacterial contamination. I've also used up the last bit of my brown rice flour and I can't be bothered to go out and buy more so can I just boil the jars again for like double the time to get rid of the bacteria and just inoculate again??

No,
Also the PF cake doesn't need a pressure cooker. You steam the jars in a pot for 90 minutes.

It doesnt "NEED" it, but in my experience, i noticed that my 6 jars that were steam sterilized still havent produced any type of growth. One actually got green mold (Threw that out ASAP)
I followed the same tek after finally acquiring a PC,and have seen plenty of progress, in a lesser amount of time....i inoculated a new jar with the same spore syringe and have mycelium growth.
Also, sorry to hear that you "cant be bothered" to go out and buy more Brown rice flour...but if you can make it out, I paid .99 cents for a bag of brown rice from food 4 less (grocery store). Came home and threw the whole bag into my blender and voila.

When you sterilize stuff, it removes ALL microbes (well maybe not all of them if you're unlucky), even the beneficial ones from a substrate. It is good to do this if you are going to be 100% sterile with every single step of inoculation, but if not this often provides a clean palette for new microbes to move in, and destroy your substrate. Since there are no microbes to stop it, there is nothing preventing a mold or aggressive bacteria from moving in with a vengeance.

Irrelevant and anecdotal. Steaming works just as good as a PC for pf tek. The issue was your technique, not your tek.
