There's something so beautiful and hilarious about this story.  Let me count the ways.

1)  He's a Republican. 
2)  He's the GOP nominee for sheriff of Berkeley County, WV.
3)  His first and middle name is John Wayne.
4)  He's a heroin addict.
5)  He overdosed on heroin and had the paramedics administer Narcan twice in two nights.
6)  He was busted the second night and had a loose shoelace, a burned spoon with cotton ball and heroin residue and claims "It's no where, no where close to what it seems like".

Imagine how many lives this guy ruined by throwing non-violent drug offenders in jail, all the while being a junkie himself.  Fucking hilarious.  I don't believe in karma, but it's stories like this one that almost make me rethink my stance.

MARTINSBURG, W.Va. — John Wayne Orem, the Republican nominee for Berkeley County sheriff in the November general election, was charged with heroin possession after apparently overdosing twice in as many days, according to court records.

Orem, 47, of Inwood, W.Va., was arraigned on one misdemeanor count of possession of a controlled substance Tuesday morning by Berkeley County Magistrate Harry L. Snow, records said.

Orem, who was released from custody after posting bail for a $5,000 bond, did not comment about his arrest as he was leaving the Berkeley County Judicial Center other than to say he would release a "clear and concise" statement of what happened later Tuesday.

"It's no where, no where close to what it seems like," Orem said.

No further statements by Orem had been received by Herald-Mail Media as of 8 p.m. Tuesday.

Orem was found unresponsive on the bathroom floor of his Harold Drive home Tuesday morning, according to a complaint filed by West Virginia State Police Cpl. M.D. Gillmore.

An EMS official told the trooper that Orem had been administered Narcan, a drug that reverses the effects of narcotics, on Tuesday morning and about 11 p.m., Monday night, during separate responses by medics.

Gillmore said a cotton ball found in a metal spoon, which was located in a bathroom cabinet, later field-tested positive for heroin, records said.

The spoon appeared to have a white substance on it and burn marks on the bottom, records said.

Gillmore said he also recovered a plastic bag which appeared similar to bags commonly used to contain narcotics, in the toilet next to where Orem was laying, records said.

A loose shoelace also was spotted on the bathroom countertop, records said.

Gillmore noted that he and Trooper M.C. Morgan were dispatched to Orem's residence at 9:03 a.m. to assist medics on Tuesday, but were not contacted Monday night when Narcan was administered for a "potential" narcotic overdose, records said.

Police officers are typically dispatched with EMS to respond to overdose calls in Berkeley County, but there is no regulation requiring it, according to Berkeley County Emergency Ambulance Authority EMS Director Brian Costello.

Gillmore said Orem refused to voluntarily provide a blood sample to police upon being placed under arrest about 9:30 a.m.

Orem's arrest does not require him to withdraw from the general election, but voluntarily doing so by Aug. 16 would allow the GOP to fill the vacancy on the ballot, according to county and state election officials.

Political parties have until Aug. 24 to fill a vacancy, should one occur.

Orem received 20.6 percent of the vote in the May primary election to win the Republican Party's nomination in a nine-candidate race, according to official election results.

He is expected to face Democrat Curtis Keller of Bunker Hill, W.Va., and third-party candidate Lisa St. Clair of Martinsburg in the general election. Incumbent Kenneth "Kenny" Lemaster Jr., is seeking a House of Delegates seat.

In a campaign interview with Herald-Mail Media, Orem cited 10 years of law-enforcement experience with the City of Martinsburg and noted that he employed as many as 200 employees at any given time in a variety of businesses.

“That’s really all the sheriff is,” Orem had said. “He’s a figurehead, manager and leader for multiple different small businesses within the hat of the sheriff.”

In the Republican primary, Orem received 2,330 votes, with three former Berkeley County sheriff's deputies, Scott Richmond (1,845), Scott Myers (1,842) and Gary Harmison (1,813), splitting more than 48 percent of the ballots that were cast, records show.

In an emailed statement Tuesday afternoon, state Sen. Craig Blair, R-Berkeley/Morgan/Hampshire/Mineral, called on Orem to withdraw.

“To me, it’s an indication of how serious the epidemic when a candidate for a law-enforcement office in the second-largest county in the state is addicted to drugs," Blair said. "We absolutely must address this issue, and we cannot delay. We are losing a generation of West Virginians to this widespread affliction, and our state’s legacy and our youth deserve more. My thoughts and prayers are with John and his family in coming weeks as they deal with getting him the treatment he needs.”
