How is one supposed to "see the world" while they are young without money?

People often say that you should see the world while you're young, before settling down...but I'm young-ish and I've never had the money to travel or do hardly anything, nor will I anytime soon.
My heart aches for new experiences but my financial situation places a lot of constraints on me and I don't know what to do.

Well what are you doing for work? Minimum wage, or something a bit higher?
Are you taking out loans unnecessarily that just rack up continuous debt? Including car payments and shit.
If you're working for minimum wage, get yourself out of the trap. Pay for a certification or tech course in anything, and then get a job in that area. You'll have more money, more free time and more opportunity to travel/move around.

You should go to places where it is cheap to go from your location.
For example, if you are from the USA, instead of going to Europe or Africa, it will be relatively cheap to travel to Costa Rica or Mexico. I've seen packages to Costa Rica or the Dominican Republic for 2 weeks going for as low as $500, and that's including 2 weeks hotel stay, flight, rental car, and all your food and alcohol. I've seen people living in Costa Rica for about $500 a month, it's around $300 for an apartment and $200 for food if you budget it right.
Or if you are in the northern part of the USA, you can drive over and see Canada--it won't be as cheap as traveling to the Carribean or South America, but depending on how close you are you can save on flights.

You can travel and take vacations for really cheap. I'm just getting into backpacking and I love it. All you really need is the gas to get to your hiking area and trail fees if there are any. To stay in a city you can rent cheap rooms from priceline or do couch surfing. Make your food instead of eating out. There are a lot of ways to travel for cheap and they are adventurous.
If you aren't able to save money now you might want to put off traveling for a while and find a better source of income so you can travel more when you're older. You have plenty of time to see the world.

I know plenty of people that spend like $100+ a week on pot and then complain they don't have money to do anything fun

my car was 2 grand nd i travel the country with it nd it has all of my basic necessities in it my insurance is cheap af too, nice speakers looks good rides good etc

Yup, agreed. I got a Toyota Echo which gets 40 miles to the gallon, cost $4000 out of pocket, and has lasted me 250,000 miles since buying.
And people are on their third vehicle in two years after selling the other ones they bought because they were bored of them wondering why they're broke as shit.

I don't use pot or any drugs, I spend money on food and gas and that's about it. I'm a graduate student right now.

Yeah, I second couch-surfing. It's like AirBNB except it's free. You make a profile, message a few people, and contact a few hosts asking for a place to stay. And there's thousands of people on there too, actually way more people on there than AirBNB, and there's people all over the entire world. A lot of people are just lonely people who want to make new friends and like the company.
And of course, I usually find it nice to offer to cook for them or do their laundry or something for them in exchange.

I feel for you man. All you can do is get the best job you can, work as many hours as you can handle, be as frugal as possible with your money and when you have a few thousand save travel. You can do it cheap .

The U.S Navy idea is a good one
you could do one of those things where you go somewhere and work there to pay for housing and such, I know that those are booming in hawaii at the moment. You could apply for the peace corps, that may come into fruition in a year to two down the road though.
I travelled to two foreign countries( for two years each) , one in african and one in the middle east before turning 18, and I grew up in Arizona (so i'd leave and come back) and it has its ups and downs but it is very stimulating.
