I'm not familiar with the presto PC but can you not just turn it down once it reaches pressure so that barely any steam is leaving it? Sounds to me like you have the heat way too high.

either you're probably running the PC way to hot/high, (my bet is on that), or you're developing a serious case of Tinnitus I have a 23qt presto and it isn't very loud at all. Just a quiet "shk, shk' shk..." noise once it hits 15 psi, my avg. btu gas stove about 1/5 of the way up and is enough to maintain the pressure.
still worth getting the AA if you can afford it though.

At 7.5 psi surely nothing should be leaving the PC if it has a 15 psi weight?

Have you ever replaced the seal and the overpressure plug? I was looking at the manual for mine recently and was surprised to see they recommend replacing every three years.
Also, this: The overpressure plug can be removed for cleaning by pushing it out of its opening from the top of the cover. After cleaning, reinsert the plug by pushing the domed side of the plug into the opening from the underside of the cover, until the bottom edge is fully and evenly seated against the underside of the cover. When the overpressure plug is properly installed, the word (TOP) will be visible on the overpressure plug when viewing the outside of the cover (Fig. N). If the overpressure plug is ever forced out of its cover opening due to excess pressure while cooking or canning, it is important to call the Test Kitchen at 1-800-368-2194. Do not attempt to use the released overpressure plug.

So wait the pressure relief valve.. is that the same as the safety plug? Because the rocker isn't a pressure relief valve.
If we're talking about the plug, you should be able to find parts for it for hella cheap. I got one free when I changed out the gasket

Did you buy new or used? Are you reducing the heat when you've reached 15 PSI? Do you utilize the quarter trick to prevent steam from escaping at 15 PSI? Check the valve for hard water build up and run a bit of vinegar to remove any.

Don't be wasteful OP. There is enough shit in landfills already. Return it, get your money back. Or at the very least donate it to a thrift store so it has a chance of finding a good home with someone who can fix it.

You may explore the fact that you have some mineral deposits in the orifice... A deposit in just the perfect way may cause a "Whistle slot" to have been formed. Perhaps you have a medical condition causing extreme sensitivity to the whistling... Try to run a small copper wire though the orifice and see if you cannot clear it up.

While I can't fault anyone for getting an AA for any reason, I agree that the OP should waste not. Return it or donate it or something. Take it to a thrift store and the next person to buy it might just be a down on his luck hobbiest who thinks they hit the jackpot.

FYI many county extension offices test pressure cookers/canners for free or for a small charge. They can tell you what's wrong if there is something wrong at all. I had a presto straight out of the box that had a bad gauge.
Also, even though tossing the Presto seems kind of ill conceived, you definitely wont regret buying the AA. Those things are indestructible and very reliable. I have the second biggest model of canner from AA and I've been using it for years. It's nice not having to deal with a rubber gasket either.
I've got to say though, it sounds like user error.

You could have calcium build up making it whistle or it's loose I was using mine one time and pressure was coming out the toggle so I had to stop and wait then it was really loose not sure why else it would whistle besides there could be calcium built up in one of the holes
