Mugwort Has White Deposits on Stems

I have started to grow Mugwort outside and the plant was doing well but now it seems to have developed a sort of white coating on the stems especially where the leaves attach which is attracting ants. I also notice some white deposit on the underside of the leaves.
I don't what this is and if I should be treating it?
I notice that plant attracts ants, flies and various wasps and hornets.

It looks like a fungus to me now and the ants are eating it I think

Yes it looks like the cottony cushion scale. I am trying to figure out how to get rid of it. Do you have any suggestions? It is spreading when I take cuttings. I think I have one unaffected cutting left. It is only on my mugwort so far.
I brought one of the cutting indoors, it had a few spots on it but I managed to scrape them off by hand.
Maybe growing mugworts isn't in my future. The mother plant is looking decidedly sad now. I tried scraping as much off as I could. Maybe I should strip all the leaves off and see if it can recover.
UPDATE
I am not so sure what they are. They crush easily and are sticky and on one cutting I could see the little white things crawling around quite fast after I disturbed them. They are very small, maybe the size of a largish pencil dot.

I can't see the problem clear enough but they look Aphid-like and I'd treat them like I would Aphids. You can spray with Mineral/Horticultural oil or other suitable organic alternative that uses oil as it's main ingredient. This will smother and kill them. Repeat spraying every 3-5 days for a couple of weeks or until the problem is gone. They may be seasonal or they might just love Mugwort.

Thank you to everyone for their help.
This morning I mixed up some Palmolive dishwashing liquid and water and sprayed it on the infected plant. This seemed to wash the white stuff and I cleaned th undersides of the leaves and also the stems.
I managed to get some macro pictures. There seemed to be some very smal ants which were probably looking after the aphid things. There is an egg thing that I scraped from underneath the leaf and the 3 things on my thumb I scrapped from the stem and new leaves near the top of the plant.

There is no question, this is cottony cushion scale, it is very common on Olive and Pine trees here. Farmers here use bacillus thuringiensis but you will need to re-spray some times just to be sure (as far as I know these guys lay eggs 3 times a year, you need to be sure all of the eggs have hatched). An other solution is to mix natural green soap (olive soap) with petroleum and spray it. Here is a recipe for a mixture 20ml petroleum 20ml grated green soap 1l (one liter) water mix it well and dissolve it to 11l (eleven liters) of water. This is your final mix, you can spray it all over your plant (keep it away from the ground as it might harm the roots). You can do the math and make smaller amount of the mix.
Also, don't give up on growing things you like, don't be afraid to experiment. Diseases happen, insects happen look at is as a way to gain some experience. Good day to you!

Thank you for the recipe. So far I have done OK with just Palmolive dish soap and hand removal but I will see how it goes.
I saw some on one of my cuttings and sprayed that today so fingers crossed. I won't give up but this is the first time that I have to deal with any infestation. I guess I have been lucky.

I will have to take a close look but I haven't seen any on our pine trees here but maybe I haven't looked close enough. My mugwort certainly seems to be a popular target
