Video Game Concept

I had an idea for a video game and would like to know what you guys think?

Game Name
The name that has been chosen for the game is MeatSacks and Ghosts. This name reflects the spiritual concept of a person’s consciousness (Ghost) being separate from their physical body (Meat Sack).
Game Concept
The general concept of MeatSacks and Ghosts revolves around the idea of reincarnation. The player first creates a character to play the game with which is a modern, open world type game like GTAV (Cars, weapons, NPC's etc.). They then enter the world as this character and everything that the player does is recorded by the game. When that character eventually dies by one of the various ways such as (but not limited to) old age, accidental death or self inflicted, the entire gameplay is saved as a ‘ghost’. The player then creates a new character to play with and when they return to the world the game will ‘play’ the recorded ghost character. The player will be able to observe their old character doing exactly what they did but through the eyes of a new character. As this process is repeated, the world will begin to populate itself with past lives (characters).
So in one play through you might blow up a store, then in a later play through you're walking past that store and BOOM your dead, thinking fuck why did I do that.
I haven't put much thought into the details but yeah, what do you think?

You wouldn't be doing the exact same thing over and over. For example, in most games when you die you respawn to an earlier checkpoint, but in this game if you die that's it, your character is dead. Creating a new character would be kind of like a respawn.
There could even be quests that require 2 or more people to complete, so you would have to do a part with one character, then after you make a new one go back and do a different part.
Your choices and actions would have an effect on the world, so each new character, along with different decisions, would affect the world differently.
You could be a terrorist and go around killing people and blowing shit up, then in a later character be a hero and go back and try and stop them.

How would you make it so you dont have an overlap of 20 characters mobbing you as you run through quests? Im not even sure what value that would add to the gameplay. Not trying to shoot you down but to me it doesnt seem that enticing of an idea. It needs work. Lots of work.

Nah I do understand what you're saying, criticism is why I made this post 
I guess you could make it so that quests are dynamic and different for every play through, which would force each new character to explore different areas and keep it 'fresh'. You could even have quests that overlap, like one quest you have to assassinate a guy and in a later character (if the assassination quest has been done) you get a quest to stop him from being assassinated.
What would you do to make this concept more appealing?

Thats a LOT of stories to write and code for. I dont think a single dude could pull it off. The multiple stories idea is cool tho. GTA pulled it off really well. The infinite characters idea is kind of out there though. Youre gonna have to limit it to a few. Switch back and forth, keep the player guessing who to support or what actions to take. Its gonna have to be dynamic. First player dies after a while and the remaining two are trying to figure out who and why while being pitted against eachother. Thats a cool concept.

What you're saying would work, however I was thinking more along the lines of not having a set story line but creating your own story as you play. Imagine Skyrim, modern day, remove the 'main' story lines and add the whole reincarnation concept. Each 'reincarnated' character would start in a random area, with a random set/setting and backstory (father with a wife and kids, drug addict living on the streets, retired military guy looking for contracts) and you would carve your own story as you go, possibly interacting with 'past lives' (previous play throughs) of yourself. Perhaps limit the recorded previous characters running around the world to say 20, removing the oldest one as new ones are made.
