Could you have a coir/verm substrate and inoculate straight to to a tray?

No. You need grains. You can do this with a bottle grow.

OP asked about inoculation, not spawning. Or are you saying to add BRF to a bottle recipe in place of grains? I'm not sure how adding cakes works in this situation at all.

I figured he was asking if he could inoculate a tray with a syringe of spores, you said no you need grains, I added or cakes.
Both grains and cakes can be used to inoculate a tray of bulk.

It can work, I remember kits that worked on such a principle but it's a terrible way to grow, you can expect very slow growth with a low success rates.
coir/verm probably wouldn't work as a substrate due to lack of nutrients normally supplied by spawning with a high ratio of grain.
