Since it's an inanimate object then it can't declare anything. But if you're asking if people colonized it and declared it their's then I don't think so. I believe there is a space treaty saying no nation can declare anything outside of Earth their's.

Not sure how much that would matter really. Treaties get broken all the time, plus an independent Mars colony wouldn't have been party to such a treaty in the first place.

Seems like the tricky part would be actually colonizing Mars in the first place. If that happens then yeah it's totally plausible that the colony could declare independence later on, and remain independent if nobody was willing or able to stop them.

So if I theoretically were to go on a solo mission to Mars, (Let's say I build a craft in my garage. Fuck you I know it will never happen) and successfully land and create a little shelter with food and attempted to claim the land as my own, do you think any government or anyone on earth would try to come take that away? Would they nuke me?

a colony on another planet would have to be extremely developed to declare independence. if its ruling government wanted to crush a rebellion, all it would have to do is stop sending supplies. so in answer to op's question, it seems possible but unlikely.

I've been toying with a story I'm writing where we finally colonize Mars but even the highest ups live a miserable existence. Extremely Cookie cutter, industrial, physically hard labor is constantly required. The ancient oceans restored but constantly desalinated. Twist at the end is vague though because I realized my original idea was almost exactly total recall
