I have a hepa filter and fan that is unused but has been sitting in storage in partially opened unsealed boxes for over a year, this storage area is not clean. how can I prepare the fan and hepa filter to sterilize it before making the flowhood and using it?

Uh no.
At best maybe get a leaf blower or air compressor and just blow the dust off. Not like you have a clean room to assemble the thing in anyways. You're working with dirty likely slightly moldy wood and all that other non sterile junk.
Just blow it off gently and or wipe it off, assemble it, then run it.
Now any dirt behind the filter gets trapped in the filter and any dirt on the front of the filter gets blown off (in theory)

Air hose with a high pressure valve will be your best bet! Agreeing with maddchef, there's no way to 'sterilize' something like that. The closest that you will get to a clean hepa/fan is to buy a new one.

It's probably the last thing you need if you were thinking of trying to do that OP.
