Got a new pressure cooker. Could use some insight.

Firstly lets have some pics so you can see what I got

Presto brand.. didn't come with the pressure regulator so I'm gonna have to buy that.. is this the one I need?
Also, that center pressure indicator/relief thing, the gasket around it is loose.. is it supposed to be? I have RTV silicone so I could "glue" it in place around the edges if need be. I'm just not sure if its supposed to be loose like that. The pressure guage didn't seem to move when I put some water in it and heated it up but maybe that was because I didn't have the pressure regulator/bobber. I tried using the one from my other pressure cooker but maybe it was too loose or I didn't let it heat up enough to get up to pressure. However when I unscrewed the guage and blew compressed air from a can of keyboard duster into it, the dial did move.

Seal (gasket) around the lid seems in good condition, there was one drip of water coming out around the lid when I fired 'er up the first time. I don't think it needs to be replaced any time soon. My other pressure cooker leaks more water around the gasket than this when its under pressure. Though I didn't actually get this one up to pressure because of aforementioned reasons. Once the new bobber/regulator gets here we'll see how she does. Maybe I'll take more pics kinda tired tonight though.

So I got the rocker today, installed it, took one of the weights off of it and went up to 15 PSI and stayed there after I turned the temperature down. All seems good.
Except according to the directions that came with the rocker I'm supposed to not go by what the pressure gauge says and use the weights according to the pressure I want, so its a little confusing. I'm 39 feet above sea level according to google. Maybe I should just say fuck the directions? If I don't take one weight off, it doesn't rock at all so I'm pretty sure the directions ain't right.

Over pressure and explode? Really? Isn't that what the safety plug is for? >.>. Prestos are pressure checked to over 100 psi before being allowed to be distributed. The plug will pop at roughly 20 psi, so no it won't explode.
Besides if it doesn't rock, that's great because the more it rocks, the more it is letting water out. After 2 hours of pcing with a rocking rocker, you can easily have a dry pc. Which can ruin the shit out of everything.

I over-weight my "rocker" and it doesn't move at all, can hold 15psi with a lot less heat.
