At least 352 suspected drug users and pushers in Quezon City voluntarily surrendered to the police on Wednesday, days before President-elect Rodrigo Duterte assumes office next week. Duterte early on has vowed to implement a massive anti-crime and anti-illegal drugs crackdown.
A total of 352 individuals from 12 barangays in Quezon City went to the Quezon City Police District, where they underwent drug tests and were questioned about the source of the illegal drugs, according to a “24 Oras” report. These drug suspects, who were identified by barangay officials, will not be put behind bars. Instead, they will undergo rehabilitation and be given livelihood assistance. A female drug user admitted she got scared by reports of suspected drug peddlers who were killed in police operations. “Baka po mangyari sa amin yun eh, mahirap na,” (They might get rid of us too.) she said. Another female drug user said: “Natatakot po kasi baka pati mga anak ko madamay.” (I'm afraid that my children might get involved as well.) The Quezon City police, meanwhile, issued a stern warning against drug suspects who still refuse to surrender. “For them na ayaw mag-surrender, we will declare war. Magka-conduct kami ng police operation kapag lumaban sila, alam na nila ang mangyayari. Bakbakan na,” (For those who dont wanna surrender, we will declare war. We will conduct police operations, if they fight back, there will be bloodshed.) said QCPD Deputy Director for Operations Senior Supt. Joselito Esquivel. Duterte has said he is in favor of shooting criminals who will refuse arrest. He also offered a cash reward for every drug lord killed. Damn. So in this case it seems violence is the answer. That's pretty fucked up though, but I mean the dude's makin it work and he wasn't even in office yet.

This is just going to consolidate power into large criminal organizations that have the manpower, firepower, and money to resist the police.

after a few days, they round up yet another set of 700+ peepz who surrendered in quezon city.
These peepz are just so damned frightened cuz the police has been killing people right there and then where theyre supposed to get a hit. dead bodies, police gone, no accountability whatsoever. and duterte encourages this...

Killings are a way of life there... I know a guy that goes over there as a "production supervisor" but in reality he handles the the groups that try to unionize and collectively bargain against the major manufacturers in operation there.

So far as I can tell, if you're unimportant and are not found to have any drugs, the only consequence of not turning yourself in, is you get no financial assistance.
Is there are any particular reason why honest work (no hustling, no regulating) can't support a person, comfortably.
I would like to hear how a tough-on-crime statist is able to answer this. I mean, clearly, you believe in market controls, yet people are unable to fulfill their social obligations, under your administration. So, where is the source of the problem.
