Anybody live in Cleveland, Ohio?

Hey guys,
I'm currently living in LA, but I would like to move to a cheaper place. I could afford property that's less than six figures. After some research, I found that Cleveland seems to be, by far, the cheapest city. Other cities ranked #2 and #3 cost at least twice as much.
I've always wanted to move out of LA. My favorite destinations ten years ago were Seattle, Portland, or Colorado. These were all relatively cheap back then. Unfortunately, I had familial commitments that prevented me from just up and leaving, and now the word has got out, and the prices have shot up the roof (almost as much as Los Angeles).
So for those who live in Cleveland, is the housing really as cheap as my research suggests? Are all these cheap houses seriously rundown and problematic? Everybody who I talk to about Cleveland says the weather is nasty cold. Is heating enough? 'Cause one person told me it's common that the pipes freeze up, heating is inadequate, etc.
Maybe I'm looking at some seriously poverty-stricken neighborhoods. Please feel free to share cities or zip codes that are actually nice and pleasant... maybe a college nearby or an arts district, etc. I really just want a quiet place, because I write a lot. LA is extremely loud, especially my current neighborhood where almost everybody has a dog(s), and they bark nonstop throughout the day and night and crack firecrackers even when it's not July 4 (on July 4, they go all day, triggering car alarms, etc and it sounds like we're getting bombed).

The cost of living in and around Cleveland varies a lot. The cheap houses are all pretty much in poverty-stricken neighborhoods such as East Cleveland. If you're caucasian, you definitely wouldn't want to live there. You'll be the target of racism, home break-ins and probably get your ass kicked lol. Then there are places like Shaker Heights where everyone owns a mansion. Around here, a two bedroom apartment goes for about $650 plus utilities. Condos are about $800 or more plus utilities. Akron, Ohio is actually cheaper than Cleveland and it's not as bad, IMO.

Yeah, Akron is equally mixed, racially. I don't know why it's cheaper, but that's what I've heard. And yeah East Cleveland is bad. I live about 35 minutes from Cleveland in Lake County. Just look for houses for sale in Northeast Ohio. I honestly don't think this is the cheapest place to live. You can sometimes find good deals on homes though.

There are properties in CO from 299-350 (2/2's,3/2's,3/3's) in the surrounding areas of Denver, just looking at some today.

It's too much for me at the moment. I'm looking for houses more in the $30-80K range.

Well, I'm sure there's some farmland for cheaper, but will it have internet, plumbing, electricity, etc?
As far as modern day cities go, it doesn't get cheaper than Cleveland (or Akron, according to you). I found another city in New York with similar average prices (Utica, NY), but I don't want to move to a place with a bunch of idiotic hicks, and it seems Utica has that reputation all the way down to the crummy politics that its inhabitants are too ignorant and hopeless to do anything about. No art community, no comedy club, etc. Nice looking homes, though.
Cleveland's also the cheapest major city, hands down. Nobody with a baseball team, basketball team, and football team has housing for anywhere near Cleveland prices.

NE Ohio has a pretty low cost of living in general.
Some areas are bad, some are alright, and some are nicer, depends on what you want to pay for rent/mortgage.
I'm not from the 'land, I have lived in NEO my whole life though.

Move to Flint, Michigan. You can get a 4000 square foot house in pristine condition for 150k haha.
