Mycelium has stopped growing - Why?

I've got a single pot of mycelium innoculating currently.
It was doing totally fine, nice healthy mycelium, all lovely and white and fluffy, but recently, after it's colonised probably 45% of the substrate, it seems to have stopped, came to a standstill.
Why could this be, do you more experience people think?
There's no signs of contamination, the mycelium is still healthy and thriving, just not growing.
It's always in at least 20'c temperatures.

How long has it been colonizing?

This pot... do you have a picture? Do you mean a jar of spawn?
Regardless of what you're seeing, it's stalling either for lack of air exchange (gas or fresh air depending on what you're talking about), or contamination. Again, you may not see the contamination, but it's likely there and will show it's face in due time.

This supposed lack of air exchange, how would this be handled? Thanks.

I wouldn't know unless I knew what you're talking about.
Is this a jar of grains? Does it have a filter? It's insanely difficult to simply take stabs in the dark to try and hit a mark.
However, being you said 3 weeks, you must mean a jar. In which case it's likely contamination and there's really nothing to be done.

A jar of grain, yes, and no, there is no filter.

if you don't use a filter on your lid, you need to make sure you have the lids upside down and the band only lighten put on, so that the lid isn't secured down. if you put the lid on the normal way, the rubber seal will prevent GE. I test the lids by wiggling them with my finger to make sure they are loose enough.

GE being Gas Exchange?
Mine are plastic pots, not glass, so there is no middle ground between 'lid on' and 'lid off', if you understand me?
Should I just try create an air hole, yet cover it with a filter of some sort?

There is a middle ground if you unscrew the lid about 1-2cm or about 1/2" or so.

It's been first sealed after the substrate was added, meaning it is sealed on with the plastic leash, if you understand?
The sort that's around a bottle cap, but breaks off once first undone.

Ahh. That's interesting. I'm not sure I've seen those sold for home usage. But then... I suppose you could crack the seal in a SAB and wrap it in parafilm... I hope Munch comes back in, he may have a suggestion or two.

so unseal it. you must have GE, as you can see before your eyes with your stalled jars.
if you can't do that, throw it away and get the right kind of jars and lids.
also you said it was a grain jar, now you are saying you added substrate. Please clarify.

Could you please confirm that by GE you mean Gas Exchange?
SAB? Sterile Air...? Again, please clarify.

Sorry, maybe I'm mixing up my terms. It is a plastic pot/jar with rye seed (Grain) in it, and some vermiculite.

Sounds like you need to read a little more. Check out RR's video about rye grain prep and look into Gas Exchange filters; I would suggest polyfill (the white stuff in cheap pillows).
Once you get that down you need to research the next step, which is the spawn run. This is where you mix your fully colonized jars of grain to a substrate like coco coir, which can be found in compacted bricks at pet stores, in the reptile section. I would use Damion 50/50's bucket tek to start.

Adding verm to grain just makes it harder to break up the grain..
