Can top jars be laid sideways in Pressure cooker?

i can fit 7 quart jars in my pressure cooker, but i can fit 3 more on top if i lay them sideways, im using filter tops made from poly stuffing material. and the substrate is birdseed.

do you think it will hurt to lay 3 on top sidways , that will make it a nice even 10 instead of 7 a time.
