what makes music "progressive" or "technical"?

What makes "progressive" music progressive? What does it "progress" to? Is it generally like storytelling (intro, crisis, tension, and then climax?).
What makes music "technical", is it the playing of the musicians? Why would it be "technical" when everything is a form of a "technic" per se.

That music for example is technically untouchable.

I don't know. Reminds me a little of Uncle Moe's Space Ranch(same two on guitars). Anything those two guitar players did live I record off the youtubes. That first clip is just really stand-out awesome.
The insane keys from Tribal Tech is a member of Space Ranch.

progressive i would say is music which changes shape significantly.
i would also say it is not informed much by a standard like chorus/verse/chorus/interlude/verse/chorus but more momentum.
also, as a rule of thumb, they are usually long songs. 7+ mins (of course there are exceptions to this).
here are some examples of what i consider progressive:
modern prog-rock
modern prog-electronica
technical music i would say is music which exhibits some technical mastery of an instrument, something which takes many years of dedication to perfect.

Blueberry as a Tool video is really neat. Blueberry nailed high dose psychedelics like no other film before it.
Nothing comes close to Blueberry's digital art. Which is weird because I hear the movie is shit. I have seen that scene though. It is a visual masterpiece on film.

Wanna see a really bad movie? That is psychedelic and sort of charming? It is that "Michael Cera sundance movie" about searching for San Pedro cactus. Trying to steal it from people's front yard and stuff like that. He plays an obnoxious character. I know this thread is about music but I felt like mentioning that movie.
The movie is called something like "bla bla bla and the Crystal Fairy", also known as crystal fairy. I thought it was interesting how they created the hairy armpit girl character. Don't remember her name in the movie, but she was always a really cool actress.
