WBS Problem

So here's my deal people, I got problems.
I have been preparing WBS jars to innoculate, but I have noticed that the grains appear quite dry. And I failed a few times with no signs of growth. Although a few jars I prepared for a friend showed limited growth. Only the bottom 5% or so colonized, taking close to 30 days to do so. The only difference was the spores, and my friend's jars were inoculated outside on a 10 degree day, mine inside after bleaching the air and lysoling everything else.

I opened a few jars I had prepared to inspect further, these jars were uninoculated. I soaked Pennington's bird food for 14 hours, drained for 20 mins after rinsing thouroughly. The jars were pc'd for 75 mins at 15psi. A polyfill lid was used, one coffee filter between the lid and substrate, one on top as a dust cover. Both were held on by a rubber band, all jars had the lids covered with aluminum foil, also held on by a rubber band.
Before I PC'd the jars, I inspected the soaked, rinsed birdseed. The substrate was shakeable, and when put into my hand felt moist. After PCing, I opened the jars and poured some in my hand, they felt quite dry, and did not leave moisture on my hand at all.

I believe these jars are simply to dry to germinate spores.
If anyone has had a similar experience or has expertise to offer, please do.

ive heard penningtons has fungicide, not sure if this is true, id rinse the stuff twice before you soak and then twice after you soak. cant hurt

No I didn't use them. I am trying to get them correct before I ever use a jar I make. I've made probably 18 jars so far, only innoculated 3, and then a friend innoculated 3. I don't intend to use any spores until I am confident the finished product is useable. It is called a 'dry run.' And I am still positive these jars I am making are going to turn out like the others and not even germinate. They are simply too dry it seems.
All I want to know is why the jars dry out so much during the PC stage. I don't think my syringes are any good anyways so I am trying to get some more. But I will most certainly need to get the moisture content correct before ANY spores will work, mine or otherwise. I have had the syringes for 8 months or so.

Again, any efficacious help would be great

Oh yeah, I got like 25 pounds of Pennington's, that would be shitty if they were all chemy. I try to rinse hope it's enough. Thanks for that info
