Tub in tub question

Alright, so the water in tub and tub should be up about halfway along the sides right? Well, that's not working for me. I have to push to get it there, and then it doesn't stay. I tried adding more, using different supporting devices, taking them out entirely, etc. Any ideas? What's wrong with this?

some people drill holes in one tub and use a really long bolt(s) with washers and wingnuts to hold the tubs together. I just let it sit there (come up about 3-4 inches) and i have no incubation problems, it's plenty warm in there, especially if you cover with a towel/insulation. Don't worry dude.

Little mistake I made, You need to get the temperature set before you start incubating, I was being rather impatient not remembering that it takes some time for the water to get hotter/cooler, so dont go off like me making made crazy adjustments, do a little at a time and wait a while in between...
