double boil?

My FOAF is getting ready to try some BRF cakes (with intent to make corncob spawn from them) because he has no pressure cooker and doesn't want to make the investment right now. Anyway in the past even though he's scrupulous he's seen like a 33% attrition rate in his jars to bacterial contams. So, this time he's thinking of boiling the jars, waiting 24 hours, and then boiling them again.

Is 24 hours a proper amount of time? Will the second boil dry out his substrate?

With BRF it may. Never had a problem boiling for a hour.

Okay. Alternatively are there any good additional precautions he can take against bacteria? Sour rot is the only thing he's ever had a problem with during incubation, and he always loses at least one or two jars to it.
