I would wait a couple more days until the sub is pretty much uniformly white. It hasn't looked like this for a couple of days or anything, has it? If that's the case, then your sub might be bit on the wet side.

Yes it does have a casing layer on it

I will say it was colonizing really quickly but since the older picture it has slowed a little bit but not to much

Yep, it's still going then. Good stuff!
I've yet to case and I don't know the specifics exactly, but don't they say when it becomes 20% or so colonized, then it's time to fruit?

I was told 30% but I wasn't sure if that was a real thing or not

From what I remember, that's how most people go about it. It actually might be time to fruit it then! 
To the casing-experienced: If the casing layer is almost entirely colonized, then wouldn't that defeat the purpose of a casing later?

Yes, it would. Whenever I apply a coir/verm casing, I fruit it right away, as the mycelium will finish colonizing it in under 4 days, depending on the strength of the culture. If it's a peat moss/verm casing, then I'll usually wait until it's 30% colonized, as the mycelium colonizes it a lot slower.
