stalled pinning?

a friend is having some problems with a straw casing, it was spawned with popcorn, 60/40 coir casing layer little less than half inch. Straw colonized perfectly but for some reason the casing layer is having some problems, after the casing layer was applied it was covered for 4-5 days until mycelium appeared, then went into fruting chamber, been 15-16 days, and no pins, mycelium is barely showing up on casing layer, he has never seen anything colonize this slow? anybody have any suggestions, i was think'n he should cold shock.

humidity is never less than 90% and temps usually range around 75-80

Did you pack the casing down at all. The only thing I can think is that maybe your casing is packed too tightly causing the mycelium to grow slow and have a hard time breaking through the casing.
Thats just a wild guess, though.

if mycilium is barely showing why did you put it in the fruiting chamber?
