Necessary? I don't know, but I soak for about a day then simmer and PC. Seems to work out well. I think the soaking also helps get some moisture into the kernels.

slow boil for about 45 minutes...stirring occasionaly....let soak an hour or 2....

as long as you PC for a normal amount of time for corn...the only real worry would be under soaking... if the kernels are splitting then your fine....
