Pretty hard to tell what it is from the poor pictures but it is definitely not active. Mycena sp. maybe. Spore print?

Maybe a Psathyrella sp but it's really hard to tell from the very poor quality pictures. Certainly not a Psilocybe.

What is a "sp" will they have almost the same effects? I thought all psychedelic mushrooms were psilocybin.

These mushrooms will have absolutely no effect, other than an upset stomach. The do not contain Psilocybin and should not be eaten.

Psilocybin is one of the active chemicals along with psilocin and baeocystin found in some mushrooms. Psilocybe is the main genus with mushrooms containing these active compounds but they can be found in other genera such as Panaeolus too. Read which active mushrooms grow in your area here.

You should do some homework before just picking random mushrooms and asking if they are psilocybe. I would also refrain from responding with "Proof?" when members are trying to help you out. If you suspect something to be active, then the burden of proof rests with you.
Picking random mushrooms and hoping they are active has about the same chance of success as winning the lotto. You need to find out what grows in your area (Pennsylvanian) and what it's habitat is. Then find out what time of year they come up and what triggers them to come up.

As you can see by clicking the second link, these active mushrooms grow in your area:
Gymnopilus aeruginosus Gymnopilus junonius Gymnopilus luteofolius Gymnopilus luteus Panaeolus cinctulus Pluteus americanus Psilocybe caerulipes Psilocybe ovoideocystidiata Psilocybe semilanceata (very rare)
None of those look ANYTHING AT ALL like the mushroom you posted. There's your proof.
Your best bet this time of year is to look for Ovoideocystidiata. Now you have a species name and time of year, the rest is up to you to find.
