Ohio voters will decide Tuesday on whether or not to legalize marijuana in the state — if approved, it would become the fifth state in the country to do so.
On the ballot are dueling Issues 2 and 3, proposed state constitutional amendments. Issue 3 would allow medical and recreational use for people 21 and over. Issue 2 would ban commercial monopolies from being written into the Constitution. That initiative was pushed by lawmakers in response to Issue 3, which would give 10 sites exclusive rights to grow the drug commercially.
If both pass, there will likely be a court fight. The polls show a really close split with lots of likely voters unsure how they'll vote.
Here's the short read on what you need to know:
Issue 3: Medical and Recreational Use
Overview: It began with a citizens' petition effort and would make Ohio the fifth state in the U.S. to legalize marijuana. It would allow medical use and recreational use for people 21 and older.
Personal use and growth: People with a $50 license can grow up to four plants. Each household will be allowed to have up to eight ounces. No consumption in public places will be allowed in any form.
Commercial growth and sale: The measure would write into the Ohio Constitution the 10 cannabis firms that would have exclusive rights to grow commercially. The sites will be in Lorain, Summit, Stark, Hamilton, Clermont, Lucas, Licking, Delaware, Butler and Franklin counties. It also would authorize retail stores, limiting them to no more than one per 10,000 residents.
The state's financial stake: Ohio will also collect 15 percent taxes on gross revenue from the manufacturers and 5 percent from retailers. Backers say that will come to half a billion dollars a year.
Who's who: The backers of ResponsibleOhio include NBA Hall-of-Famer Oscar Robertson, 98 Degrees Nich Lachy and NFL defensive end Frostee Rucker. The opponents include a wide swath of state officeholders including Attorney General Mike DeWine and the Ohio House and Senate. The opposition of state lawmakers gave birth to Issue 2.
Issue 2: Banning Commercial Monopolies
Overview: When it looked like the marijuana legalization effort would make the ballot, lawmakers pushed a ballot measure for an Ohio Constitutional amendment that would ban commercial monopolies from being written into the Constitution.
What's at stake: This initiative is meant to counter Issue 3, which would give 10 sites exclusive rights to grow the marijuana commercially. If passed, it could give the Ohio Ballot board authority over ballot initiatives concerning monopolies — including marijuana and extending to other issues as well.
If both pass? That appears to be a subject of debate. One read is that Issue 2 would become law first because lawmakers approved it and Issue 3 came from citizens. But that's likely to head to a court fight.

I voted the opposite. I would rather have legal marijuana with things I hate about it then to see more friends locked up for having more then 3 ounces. I'm not a VC so what happens at the top echelon doesn't matter to me as much as legal marijuana. If I was a grower I would have voted no, but as a consumer I voted yes.

Ya but without competition the quality will be shit. If you grow you 4 plants and pull over 8 oz, your a felon now. Not to mention that you had to register with there enforcement agency so they know where your shit is and can check on it. All this may have been ignorable if this bill wouldn’t have altered the state constitution. Now if anyone gets smart and says wow these people have a cartel and they want to change it, good luck. I'm involved with the michigan medical industry and I can tell you for a fact there are hundreds if not thousands of company’s supplying dispos and patients and there is still A market for the product. 10 people will just not cut it.

There are 10 companies. That is enough for there to be fair competition at reasonable prices. While there should be 100's not 10 I don't think that equates with shitty product or artificially inflated prices. After all if it passes people will be able to grow their own at home too, only 4 plants but I don't think people will be getting arrested for having double that. As long as it's not a grow op. Still better then getting a felony manufacturing charge which is what would happen if you had 4 plants in your home right now.

How is 5 company’s fair competition when every other state has far more company’s and the prices are still high. Look at colorado many company’s supplying dispos and eighths are still 50. If you think 5 company is fair competition in this type of market you should really do some research. There are also 10 company’s, you may want to reread the information.

It's 10 not 5 I was wrong about that. If prices are unreasonably high the only thing that will happen is a black market will emerge and no one will buy those artificially high prices. I think your concern about high prices isn't founded. Yes it's bullshit a select few get rich, but that doesn't mean shit about quality or price. The free market dictates those. 10 growers is enough to ensure fair prices. 10 is a lot different then 1 or 2. While it may not be fair or even close to perfect it makes a lot more sense then seeing my friends go to jail and have a drug conviction on their record for the rest of their lives for weed.

I agree marijuana should be legal, I just can't jump at the first chance of legalization though when the bill is this corrupt. In Ohio marijuana is very decriminalized. In Toledo with the law they just passed it pretty much is legal and there trying to take that bill state wide. I will vote in any marijuana bill that does not make a few select people rich. Why would I vote in a bill that fuels the black market.

I understand. The 10 distributers is bullshit, but I think a rich select few will get rich no matter how any bill is structured. The bill will probably fail anyways so in the future it can be tweaked to eliminate as much bullshit as possible.

To an extent your right. It takes money to make money so the rich will always get richer. Though I do feel better not having my state constitution specifically permitting and protecting monopoly’s. Just doesn’t seem right.

Ya that’s definitely a bitch ass statement. I know many smokers who support marijuana legalization but cannot support monopolys. All of them voted no in this scenario. I hope politicians don't take this vote as a no for marijuana legalization.

Yep a monopoly goes against weed's general value system. It was a long shot. I'll give those "investors" credit though, they got really close to getting rich as fuck. They're propaganda just wasn't strong enough.
I can't believe the GOP is stilling going with the "think of the children" "think of what drug abuse does to tear apart families" talking points when talking about weed. That party is falling apart, if they don't change their dinosaur rhetoric they will literally dissolve into the fundamentalist christian party.
I'm not a democrat but I can't bring myself to identify as a republican either, i'm definitely a more right leaning moderate. The GOP is becoming the delusional nut job society
