pressure cooker problem NEED HELP

I just purchased a 23 quart pressure cooker and attempeted to do rye bags for the first time.  I have now lost 8 bags and dont know what the hell to do.  I filled the PC with 3 quarts of water.  I then pressure cooked at 15 PSI for 3.5 hours, I open the pressure cooker and all the water was gone and my grain is cooked.  What is wrong?  The weight bobbles a lot but If not bubbling then I am no where near 15 PSI?  I have lost A LOT of time and money and need to get this done TONIGHT.  Any help is appreciated.....

You may have fucked up your presto... try a dry run...does it still seal up and reach pressure?.

3 quarts of water is not nearly enough for the length of time that you're PC'ing..

Add water until it covers about half the bag, then PC, I guarantee it will not dry out :thumbup:

stop letting the weight rock dude.  don't trust the gauge.  ur losing too much water because of the rocker excessively jiggling, and ur also probably drying ur grains out.
just get it to rock once every 4-5 minutes
i don't let mine rock at all.  i get it to the point where its ALMOST rocking, and if i STOMP hard on the floor, it will immediately jiggle, if that makes sense.

edit: my PSI gauge is broken on the 915, so all i have to go on is the rocker.  the gauge can get weird, and there is no way i know of to calibrate it.  the rocker is always calibrated though by weight.
