Looks like a I'm no cactus expert but i'd say it's a mutation, maybe brought on by environmental factors rather than genetics. I just say that because you mention it's a juul's and since that's not normally the way that breed grows environmental mutation comes to mind. But for serious congrats on bringing that into this world.

im going with what fungus tao said that its a mutation. Really cant say for sure cause im not a very experienced cactus expert. Nonetheless, let it grow and propagate it. Then preform an extraction and see if theres any psychedelic effects

If that is not a graft then hopefully it is a juul's giant var. monstrose.
The apical dominance has been disrupted and now each areole is trying to grow at an even rate.
If an undula forms from the apical meristem then you will have a juul's giant var. cristata
Keep an eye on it and make sure it doesn't develop green-mosaic patterns on the flesh and have stalled growth with skinny ribs. If these symptoms show up it could be a phytoplasmatic infection causing witches-broom disease, which is not something you want.. Pun intended
You probably caused a build-up of cytokinins by cutting so close to the ground. Injury can cause mutations and the cactus looks healthy so don't worry too much about WB disease.

The areoles look nothing like a trichocereus. It looks like a graft to me.

Some kind of a mutation.
Is that a seed grown Juuls or a cutting from the original mother plant?

It happens, and vice-versa. We cross back and forth these plants with anything conceivable so much that we're lucky they don't grow eyes or walk out the window. My guess is that it will eventually revert to a normal stem, but you may have the begginings of some kind of freaky strain.

Well if cutting close to the ground causes mutations as Toadstool5 suggests then I will be trying this in the not so distant future.

Sometimes they don't know if they want to throw a flower or a pup. I've seen that often on epiphytic cacti. They start like a flower and switch back to normal growth with time. Don't know if it's the case here.

That doesn't look like a graft from those angles. Very interesting.
