pictures?
What did you do? It could be an infinite amount of things (jar size, took 10 days to get going from MS, etc). It may not be bad either, they're probably fine. They tend to speed up once they really get going. Its when they stall out that there's usually an issue.

Knock them upside down. In my experience if you do that it for some reason allows faster consolidation. Also use proper temps.
That or their simply was not enough moisture in your substrate. I would wait one more week if no more growth happens use your partially colonized cake to colonize a bigger substrate (that has been sterilized)

40% is probably reasonable for 3 weeks if you did not shake at all and did a one point spore inoculation. Detail your procedure including your grain prep and post photos if you want any real information.

I spawned some popcorn casings and had double-overlay cause I didn't put enough hydrogen peroxide in my automated aquarium mister. I only got one mushroom so I cut off the head part where the seeds fall from and put it in a jar of LC and sprayed it all over a tin of PF cakes I made with gravel, cardboard, and bisquick in my microwave. I think it will be good cause B+ is so potent. Triggered yet? Only a square would say "a cube is a cube."
No, this does not look right...
