I haven't spent much time in this section of the shroomery forums but i figured i should try this section before going to another website (perhaps i'll try the sister site - the growery!)
Anyways.. i'm considering making or finding an object like this:

However, I want to be able to put a light inside of it. i have 6500K temperature CFL bulbs at 1600 lumens brightness. they are 23w power usage (100w equiv).
In a setup like the case i linked above, would this lighting solution be enough? Does it matter what plants i grow? I'm thinking it will either be a terrarium with random plants (fern, moss, etc..) or perhaps for growing herbs used for culinary matters.
thank you

That amount of light for the size of enclosure you posted a picture of in combination with the kind of plants you mentioned is WAY overkill. You can get away with a 2W LED. Even for culinary herbs like basil, you wouldn't need a 23W CFL in that small a space. Not only would the amount of light be overkill, 23W in such a small space would heat up things considerably, which maybe fine for basil (and molds), it wouldn't be necessary and likely detrimental to ferns and moss.

The species you grow is very important for light requirements.
A 23W would do great for spices/herbs/ferns but would leave you with very spindly cacti.
I would suggest adding a small 40mm case fan to the top so there is plenty of ventilation. The fans cost less than 6$ normally and can easily be fitted to an old adapter. They are also completely silent

hmm it seems like you two said two very opposing things. i will research more about light requirements.
I think if i can end up finding a piece of furniture like that (anyone got an actual name for that object?) then i will customize the top to make the light a little more concealed and perhaps consider adding a part for a fan - sounds like a fun project.
