I'm saying, for example, when you look at your computer, it is already there. It would take the speed of light to register in your brain it is there but nonetheless is was already there. So wouldn't that make it faster than light?

No, the position of light waves move, for example when you turn on a light switch, waves are moving from that bulb into your eye. Matter on the other hand is not moving at all. It is not changing positions. Your brain is registering it as "there" because of the visible light entering ones eye. And even if you were able to get matter to move, it could still never reach the speed of light. Thats one of the fundamental laws of physics, that no matter can move at the speed of light

But particles are also moving inside the glass off that light-bulb and we don't know it until we can define it with light so wouldn't that light-bulb or any object and its makeup be faster than the light that is reflecting off it into our brains?

No, you don't need light to define the position of a particle/group of particles. Just because you cannot see something (due to the lack of visible) does not mean it is not there. Again, faster is a word related to velocity and acceleration. For there to be acceleration, there needs to be velocity. In this case, the "things" you see have no velocity, they are not changing positions. The particles that make up that light bulb will remain in the exact spot.

Thats debatable some scientists say we havn't learnt how to use it to send information yet. Since we don't understand it we can't fully know if its possible yet.

Imagine a guy sitting in a train smoking a cigar. He exhales, and the smoke billows peacefully in all directions.
Meanwhile however the train is going 90 miles an hour.
Just because all we can observe (particles of the smoke cloud) is moving slow and gentle relative to one another doesn't mean we can't actually be moving at bedazzling speed.
Our observable universe could have been ejected at incredible velocity and still travel at that speed.

No, its not debatable. Communicating faster than light might be possible if existing theories are overturned... but it would not be had by entanglement which exists under our current theories. Its a ridiculously simple exercise to see that no communication is sent by quantum entanglement.

your perception is that it's already there, what travels to your eye travels at the speed of light, it's something that humans are unable to perceive visually

If so then many things we take for granted and observe would be necessarily falsified (like conservation of energy, causes preceding effects).
Why would we never know? We can observe an effect preceding a cause and that would be evidence of matter going faster than light. We can observe that physics is not the same in every reference frame, thus the postulate of relativity is undermined and conservation of energy is not held (per noether's theorem).
