Yes. That is exactly what regulations do and they save lives all the time. You don't die of cholera or typhoid or dysentary because we have highly regulated water supplies, sewage codes and health inspections.
You are less likely to die in a car accident because we have stringent safety requirements on automakers
Your environment is not completely polluted with industrial waste because the government imposes strict penalties upon polluters.
Your house isn't going to crumble around you in an earthquake becasue the government imposes strict construction code.
You are blessed to live in one of the safest a societies to ever have existed on earth, and regulations are a major reason why.
