In the case of criminals, no it wasn't their "choice" to be dead, and in the case of suicides, it doesn't matter if they "choose to die", we shouldn't be making it easy for them to follow through with that decision. People are scared of jumping off buildings and hanging themselves, but shooting yourself, is easy.
And yes I support DOCTOR-APPROVED EUTHANASIA but that is COMPLETELY DIFFERENT from a situation where a husband gets suicidal and decides his wife will go crazy if he kills himself so he kills her too in the process of killing himself.

so the criminal didnt choose to be a criminal? the criminal didnt choose to try and kill a cop? the criminal was somehow just an innocent by stander?
maybe choice is an illusion and it was all predestined. they were all going to die anyway

In summary:
550 people died of murder total from all causes in 2011 in the UK. that is .000000859375% of the population of the UK. 39 of them were killed by guns during the entire year. That is 6.09375e-7% of the population. In the USA 14,612 people were murdered in 2011. That is .00004580564% of the population. TWELVE THOUSAND SIX HUNDRED SIXTY FOUR of those 14,612 people died from gunshot wounds. Yesterday, 12 people died from gunshot wounds in the USA. The day before TWENTY ONE. This is not an unusual trend, this is business as usual in the United states of America.
Some people have this notion that the Bill of Rights/Constitution is a document that is written in stone and can never be changed. This is absurd. The 21st amendment, which ended prohibition of alcohol, clearly repealed the 18th amendment, which began it. Sometimes we have ideas that seem like a good idea at the time. Maybe they were a good idea at the time. Maybe they served us well for a long time.
But everything in the Constitution (which explicitly discussed and endorsed slavery) and Bill of Rights ought to be up for re-evaluation. If it could pass the test of reason then, we have every right to ask whether it can pass the test of reason now. We don't just have to assume that because it used to, that it still does. If (some part of) the Constitution doesn't pass the test of reason now, then it would quite literally be unreasonable NOT to reConstitute it.
If you still don't get it, there is a decent chance you were dropped on your head as a child.
