Help Me Save a Sick Cactus!

I have two 12" cuttings; however, I had to take an inch or so off one of them because it seemed to have light fungus (black fuzz) on one end.
As you can see in the pictures, one of them is a rich bluish green and the other is light green -- this is the one that had a bit of fungus.
I want to remove a few inches from both and plant them. How many inches would I need to successfully do this?
What's up with the light green one? Is it sick, or just young... maybe too much sun? It's not squishy, so I don't think it was over watered/rotting. Is this any indication of potency, or a lack thereof?

I'm not an expert but those don't even look like the same species. That lime green coloration is classic of the PC San Pedro. Also, no physical characteristics have been proven to reflect the alkaloid content of a specimen. Really the only way to find out is to try it.
Usually when you find an infection/rot on a cutting, the procedure is remove all of infected/rotting tissue and then a little more. For instance, if you find rot at the top, cut that off, and then you'll probably find evidence of more infection (discoloration, squishy tissue) below the surface. Keep cutting off layers until you don't find any more signs of infection, then remove a little more for good measure.
That being said, cacti are pretty hardy and I wouldn't panic. Also, you can go ahead and hang onto the infected tissue and perform an acid/base extraction so its not a waste.

San Pedro tend to have a bunch of ribs; this guy is the typical bridgesii star -- 5 ribs.
What does PC stand for?

PC stands for predominant cultivar. Its the cultivar you most commonly find in the U.S., and is characterized by lime green coloration, fast, thick growth, and generally low potency.
Also, I don't think the number of ribs is a reliable identifier. For instance, my bridgesii (correctly identified, and tried and true if you know what I mean), have eight ribs.

Being real yellow can be a sign of growing in too direct of sunlight. Generally, partially shaded plants grow a nicer glaucus blue. Pictures of the rot? I usually cut half an inch up from any nasty spots, if you still see some nasty, then keep cutting. Remember to sterilize the blade with alcohol before and after every cut.
Pics of the offensive spots? I see nothing that warrants cutting into your plants from those pics.
The first is probably brigesii, not used to seeing them that yellow but the spines seem right, the second might be a peruvianus.

There are actually no offensive spots, just one end of the light-green cactus that had some black fuzz that looked like fungus, so I lopped it off (1/2 - 1" removed).
I would like to remove a few inches from both cacti and plant them for friends -- how many inches would I need? I heard 3 inches is enough to replant... but I'm not sure.

i would say leave it because those are normal to see when callousing... if it gets goopy/mushy/soft then theres a problem
6" is a good size for cutting to clone

I think they're most likely both Bridges due to the erratic spine number on each areole "well from what I can see in the pics"
Bridgesii can have a lot of difference between spine numbers "and even lengths from what I've seen" on each areole so that makes it a bit easier for me to spot a Bridge usually.
