Looks more than likely like a deadly mushroom to me but I could be wrong. It's not active, that's for sure.
Where are you hunting approximately?

Ah I'm stupid I forgot you had even said that in the title, forgive me.
North GA is a GREAT area for active mushrooms, you just have to know where to look.
The best mushroom around there IMO is Psilocybe Weilli which is ONLY found in North GA, and is extremely potent.
You have to make sure the habitat you are hunting is right.
For now think about this, these are the mushrooms which are active and readily grow in your area!: Gymnopilus junonius Gymnopilus luteofolius Gymnopilus luteus Panaeolus cinctulus Panaeolus cyanescens Panaeolus olivaceus Pluteus americanus Psilocybe Weilli Psilocybe cubensis Psilocybe galindoi
Let's focus this down to the more common 'better' ones: Pan. Cinct. ( Common, Fresh sod, freshly mulched beds ) Pan. Cyan. ( Slightly more rare ) Psilocybe Cubensis ( Common in Cow Dung in the Summer! ) Psilocybe Weilli ( Found in swampy areas, very very wet! Bring boots! )
-------------------- My CA Legend: A plus sign (+) means I took it within 20 minutes of then. A minus sign (-) means I took it more than 20 minutes ago, but it's still active.

If you want to find actives, that doesn't seem to be a typical habitat ( the picture ) for any of the common active specie which I named.
Riverbeds are more a habitat found for Psilocybe ovoideocystidiata which is quite Rare in your area.
If you need help finding or understanding a good habitat to hunt just ask me or someone and I'm sure we could elaborate.

Well currently I'm standing on the side of like a hill, sloped, there are mushrooms everywhere. What exactly do I need to look for when looking at them

That's a cortinarius. Read the official caerulescens/weilii threads from previous years to get a good idea on how to find weilii mushrooms in north GA.

Big deadly bitch. It's one of the "Destroying Angel" group (Amanita virosa, A. verna, A. bisporega etc.), possibly the most deadly mushrooms in your area.
That blue glow thing is weird though. Has anyone else observed glowing Amanitas? Or blue glowing mushrooms? Nice find.
