In terms of color spectrum
Cool = bluer spectrum that more represents spring/summer sunlight and is better for seedling/vegetative growth. Warm = red/yellow spectrum that more represents fall/winter sunlight and is better for flowering/fruiting.

I know cannabis growers use different colour lighting for vegetative growth and flowering, but they only use lights because the stuff is illegal and they need to keep it indoors out of sight. I can´t think of a good reason why a cactus enthusiast would want to grow an adult cactus under lights in preference to the sun. And many cacti do not actually have a set season for flowering, they will flower all year round (although some genuses, like Ariocarpus, only flower in the autumn).

Growing cacti under lights just isn't the best idea especially if you're growing Trichocereus. Sunlight is pretty much the only way to go without skinny and stretched growth. Now with many plants especially ganja lights are a great option.
You might have already stated this but what type of cacti are you wanting to grow

Some people do not have the luxury of having a: veranda, patio, porch, yard, garden, or outdoor growing area. Some people have to grow indoors. Some people also live in climates that have snow on the ground and freezing temps outside.
With that said, I would do some research on the lighting options available to you, with regards to cost and space. I always advocate doing some research to make an informed decision. Especially when you are going to spend money on say, Lighting.
I honestly use full spectrum bulbs and that's about it, for my seedling trays indoors and for fall and winter. I do not buy special colored led's or anything like that. works ok for me.
Read up, and make an informed purchase, I guess.

Fluros are fine for seedlings, whereas full sun will turn them reddish and stunt their growth.
