i am on my second casing and I never used a bottom layer in either of my grows. I am not sure what the advantage of it is, but I just poked some holes in my casing container.

Yes definitly put a layer of verm underneth the fruits will get alot more moister when it needs it and the piss that the casing will produce will run off into the verm layer and not sit their touching the casing. And when the casing starts to pull away from the sides of the tray you can put water underneth of the casing and the verm will soak it up and when the casing needs moister its thier ready for it just make sure you dont add to much water but if it sucks it up its not too much. And make sure the water is as sterile as possible. I have done this maybe 25 times.
