What is a comfortable weight for a white large bone frame male of 21 years old 5'11?

I'm thinking 160-180...I was 135 when I was a teenager and I got put on meds and gained 130 lbs im down to 220 now from 260 and I think I could be 190 by the end of the year

160 to 180 sounds right. I'm 5' 11'' and about 165lbs. I wouldn't say I have a large bone frame though. People say I look skinny or hungry sometimes, but I'm pretty sure they are just assholes and they are jealous because I'm in shape and they are fattys.

BMI can be a real crapshoot . It doesnt factor in muscle mass...

Doesn't matter really. You're body will adjust to whatever weight it can handle. In the end it all depends what you're comfortable with.
