Mine start out like that 9 times out of 10 when I'm starting from seed. Has yet to become an issue. They literally look just like that too.

They look on track if they germinated on 9/17. The leaves do look a little weirder than I thought though, and I only see it on the first set of leaves with mine. What's the temp in your grow space?

Im not sure but i would say maybe 78 give or take a couple of degrees. Its just that one plant though which is weird. It's situated where the cool air comes* in too

Photo one, can someone please tell me what's going on here? Why the wrinkly mottled look? The other two look very healthy
I'm almost inclined to say that it is just the particular individual genetics of that one seed... all the other variables are the same for all the plants, even the soil save one which i added a little extra lime in the soil and it's very healthy.

How many inches from the curled plant to the light, and how many from the healthy plant to the light? Is there a difference in distance? Can you give a wider shot with all the plants and the light in one photo?

about 12 inches. no difference. i could take a photo, but i'm not sure there is a need to. i will double check the distance.

Heat from the light. 400 watt is intense, I dunno why only one plant is getting like that but I think if you raise the lamp you'll solve the problem. I would raise it like 8 inches. That may be a bit much but you can always lower it later inch by inch to see what works. It's been a while since I had a set-up like yours. With the light on put your hand right on top of your plant, if your hand feels an uncomfortable amount of light, your plant is not comfortable either.
12" is really pushing it.
If the light is the problem, and I think it is, the leaf is drying out from the excessive heat, causing it to curl.

why would the other plants be ok when this one plant is not at the same distance from the light? the heat is almost non existent as it is wicked away from the lamp with a powerful inline fan that moves the air through an enclosed fixture? i am almost certain the lights can be moved closer without too much of an issue. i did this before, and the plants did not like anything under 8 ish inches.

and yeah, with the leaf curl, that is exactly the first thing i thought as well. it just didn't match with the other two plants being the same distance.

Hmm, I didn't know you had the inline fan. I'm just making an educated guess here but I'm reading on other forums that it could be Mg deficiency. 1 teaspoon/gallon might fix it...

What fertilizer are you using? If your going with GH then it's probably not a deficiency either...
I'd check the PH of the soil.

the soil is good enough to last just over a month, but it is fox farms happy frog / ocean forest mixed with lime to buffer ph and add cal and mag as i stated earlier. i mean, i guess i could add some more and it wouldnt hurt...

I did FF soil once and my plants were stressed after a week (to be fair I got heavy rains... ), then I fertilized them and they recovered.
I'm going to guess that the plant needs a bit of fertilizer.... Fe deficiency? I'd give it a light dose of GH grow or whatever you have.. I don't think that'll hurt.

right on, i'll give it a whirl then. i have some veg stuff here. i might need to go get some new bottles though, this stuff is not only old, it was used on some plants i suspected contracted a virus.

From your 3 recent pics, it looks like Plant #1 is getting too hot, which is why its getting left curling on the edges.
I would move it farther from the light source or spray it with water (or both) to help keep the moisture in the leaves.

So then i have to ask again, why is this particular plant having problems with heat at the same distance? Is it just an individual insensitivity to heat or what? Same strain and all...
