As concise as possible while still providing a solid idea of your relevant(if it really matters, unless you're solid in your career and have been for a little while, irrelevant work experience is still relevant.
I try to keep it to one page not including the cover letter. There are a million free templates online. Depending on the job you can go a little wild and do some really creative stuff(ideally if you're in a creative field, but if it's a costume store I think it would be fine to break from the traditional design), it's a risk and you better pull it off, but it'll make you stand out immediately. There are free creative templates out there that are interesting but still classy/professional. http://smashfreakz.com/2012/08/creative-resume-template/
But really nice quality paper will also make you stand out immediately and it's your safest bet.
