It's not because a bun is not 2 pieces of bread, it is one piece of bread split down the middle and not fully disconnected. It's more of a wrap than a sandwich.

Seriously then the hotdog starts trying to sneak it's way out the bottom and the toppings start falling out. But that's still a "wrap". It's just a wrap where the structural integrity of bun was compromised.
The best I can do for you is if you take 2 buns and don't open them, then put a hotdog in between them, you can call that a sandwich. As long as the bun has a top and bottom that aren't meant to be separated, it's not a sandwich. The bun is intended to be a single piece of bread, unlike a hamburger bun.

I dunno dude, I can't explain it. It's rhetorical (because I'm sure someone's going to say some bullshit just to "prove it wrong") but when someone asks you if you want a burger what you do you expect to show up? If someone asks if you want a sandwich what do you expect to show up? Are the two even remotely the same asides from "meat/toppings/sauce with pieces of bread on either side"?

I did and I didn't say it was one. I said it was closer to being a wrap than a sandwich. A wrap is fillings encased in a single piece of cooked dough. You may be tempted to say that's a kolache, but that is wrapping uncooked dough around filling and then cooking it.

Yeah there are definitely other "sandwiches" with just a single piece of bread. I think it arguably is a kind of sandwich, but it feels a little odd to refer to it as such. I always thought is was a bit weird how fast food burger places referred to the burgers as sandwiches.

Yes it's a sandwich. So is a wrap, a burger, a gyro, a taco, etc.
Every culture has a means by which to eat something on the go wrapped in a type of bread, whether it's a flatbread (tortilla, wrap, gyro), a bun (burger, hot dog), or traditional bread (typical sandwich in America). I'd even argue that sushi rolls could be sandwiches.
Cereal is not soup. Cereal is its own thing, whether cold or hot and is a grain of sorts while soups usually feature veggies and/or meat with a broth and stuff.
