I've heard of people just getting a letter saying they took it but other times they'll try to prosecute you?

I dunno with any certainty. Common sense tells me the only way you can be prosecuted for a package with illegal contents is you receive the contents. Anyone can send you random packages, that doesn't make you guilty. I know most times I've seen it talked about there's just a note saying it's been confiscated. Have even heard reports of people doing it again and getting another confiscation note.
If I got burned trying to order illegal shit, I wouldn't be tempting fate and trying again though. Too paranoid. I would just assume any that got to me after the first time was a set up.

I ordered steroids off the net, the first lot came through but the second lot, I got woken by 6 customs officers and 4 police. Flushed most of it then realized shit theres some in the kitchen cupboard and on the bench in my back room which they didn't even seem to notice. So guess it depends on what you order, they told me the only reason I got raided was because it was in liquid injectable form otherwise they would have just seized it. But in the end I got my computer back which they seized and no charges. Never be doing that again

When checking the tracking for a package, it just said '(blank) police department', but nothing else happened. I think you can only get busted if you receive and open said package. Now, when I get something illicit in the mail, I write 'return to sender', and wait a minimum of three days before opening.

I knew this guy who made a big public scene of taking the package out to the garbage in case anyone was watching and then he snuck out at 3 am to pick it back out of garbage. Other people who leave it in pile of junk mail for a week before opening it. I just order from stuff from people in my own country. The post office doesn't worry me, but customs does. If it makes you feel better i have been paying attention to the drugs in the mail scene long before TOR and people who actually get in trouble are really rare. Whatever you do deny everything. And don't order huge amounts, they might ignore small time stuff but if you look like a drug dealer getting his supply in the mail they will go all out to bust you. I use a PO box I paid a homeless guy 20 bucks to rent for me. No way they are going to stake out the box for weeks for any small ass order I make. It would have to be huge for them to do that. You could get popped getting stuff in the mail but you probably wont.

makes me wonder what the people that get busted did wrong. I'm sure it wouldn't be too hard to track you down but if you cover your tracks well they'll have a hell of a time trying to prove that you knew what was in there and that you ordered it

Tracked the package (which means they were expecting it) Signed for the package (taking possession of the package and can be argued they were expecting it) Opened the package immediately
Sure there's a few others, but those seem to be the main ones that get people fucked over.

I've always read to never track your package and if they ask you to sign for one say that you never ordered anything and refuse to sign. I always thought it was dumb to check tracking numbers because if it doesn't make it to you there's a reason and you don't want to be checking on it then.

Pretty much tracking the package in the eyes of the law is as good as "I'm guilty". I suppose with a good lawyer and the right circumstances you could claim you thought you were ordering something else, but that'd be a slim chance. The whole idea of not being able to be prosecuted for ordering illegal drugs is plausible deniability. "I didn't know someone sent me this package". When you start tracking it, you just completely nullify that argument.

Doubtful for personal use situations. If you're ordering massive amounts, like high level distribution where you sell to other distributes who then sell to dealers.. I'd say it's a good possibility. They might want to build a strong case and more than just on you. It's what the news would call a "drug ring". They want to nail them all.
For small amounts, if they're gonna do anything, it's probably going to be minutes after you receive the package. Maybe a couple of hours. They're not going to wait around forever and have you sell off or hand off the drugs to other people and then have nothing on you. They want to get you while it's still in your possession and the only way to guarantee that is to move fast.

There was a case recently where the PO admitted they keep records of the IP addresses that use their tracking system. And the worst thing you could possibly do is check the tracking number from TOR. If their system keeps IP numbers, and you use TOR, you just got your package red flagged.
