Any store selling books can order any book from the books in print catalogues all major stores use to order books for customers.
Most University bookstores also carry them. As do Waldens, B. Daltons, Borders and Barnes and Noble. They might be in gardening sections, or botany sections or natural plant sections, etc.
And DEA do not investigate people who buy drug books. They are however, interested mainly in interstate transportation of drugs or smuggling in and out of the usa. They do not get involved in petty druyg users.
Many of those books you are asking about can also be found in public libraries (I first saw Paul's Stamets Mushroom Cultivator, as well as Paddy Cheyefsky's Altered States in the Jacksonville public Library in 1979. And many of those books can also be found in some grade school and High School Libraries. I just bought a used copy of one of 52 vols of the Encyclopedia of Psychoactive drugs volume on Cocaine. Inside the book was a discard page fromthe library and a leaflet attached to the inside cover saying : A gift to the young people of Seattle from Safe-Co. That Encycloppedia has 52 volumes on various drugs and was popular in schools in the 1980s. In the 1990s, they reprinted and updated many of the volumes.
