Chiming in with some of my experiences with Jamaican variety of Pan. cyan. and overlay- It's notorious for overlaying the case,(I've seen the same with cambo Sandose and Goliath) but sometimes I get NO overlay:

On a grow that does overlay- a lot depends on how thick the overlay is- thick mats dont fruit; thinner areas can sometimes fruit well- this is Jam fruiting on a AT LEAST 70% overlaid case. The only areas that aren't overlaid is where the shrooms are:

Edges of the thick mats seem to fruit especially well; thinly overlaid areas can also fruit well.
Also sometimes overlay just stops on its own-ie. I've had aggressive colonization of the case during fruiting conditions- but then it just stops. I think it all depends on the interplay between the genetics and the environment- ie. the phenotype.
I wouldn't be afraid to try anything in thickly matted areas (because its not going to fruit anyway) scratch it off and recase (I tried it with cambo Sandose- it didn't work), spray with peroxide, whatever.
When setting up a standard "Spawn to Sub" style Jam grow: Trying 1:4 to 1:6 spawn to sub ratios, Lower ratios may hasten transition to fruiting conds. simply because there is less food- I've had the substrate colonize just as fast at lower ratios than 1:2 anyway.
I've had mixed results with letting the sub. consolidate for the same amount of time it took to reach 100% colonization. I've done grows where I cased as soon as substrate was 100% colonized (no consolidation) and had NO OVERLAY. I have some info that richer subs are more prone to overlay- but I think genetics is the more important variable.
Multiple agar or print selections (Blue Helix style) will give different genetics- grown side by side (identical conditions) one may overlay and the other wont.

Here's my pan cyan Jamaica, 4 days after applying casing, at which time I introduced into fruiting conditions (following Ham's suggestion). No sign of pinning yet.
I'm misting once each day to the point of getting fine misty droplets on the myc, but should my 50/50+ casing be a bit wetter? Picture isn't clear, but the casing is not glistening-wet, as I've noticed others have been. How wet should the casing be?

You want it wet, but not so wet that the casing turns into a hard stratum of compacted soil, or "pans" (no pun intended).
Before pins arrive is your window of opportunity to get the casing as moist as it should be, because once pins arrive; must not mist, must warn others. In other words, misting Coplandia pins will cause them to abort faster than you can insert a clever anecdote here.
