Light (HPS, LED, CFL; anything works provided it's enough light; even a window may work)
Pots
Soil & nutrients
Possibly something for humidifying the air, mainly for the salvia as the cactus will do fine in a dry indoor climate
Heating if it's an unheated room and you're living in a cold climate

Any light will work, although CFL's are a bit less appropriate since they have a lot of light in the green part of the spectrum. Look for lights with a high color temperature ideally, above 5000K

Check out 1000bulbs. They have Cfl's in the 5000-65000k range. Monster 150-200w ones too. If you're handy, you can diy the reflectors out  of flashing, and some wired sockets. Super cheap, if you can do the work.

Nothing beats natural lighting though, so any chance you can get them outside or near a window would be ideal.
