i think not accepting large bills but have to do with counterfeiting. if you only accept small bills then a counterfeit bill won't hurt your business as bad.
then again its a lot easier to counterfeit bills that are less than 20...

Yeah, that torn 20 must suck. I took out 500 bucks a few months ago for some spare casino money and it was fucking counterfeit bills. I got pulled into "that room" at the Casino and had to file a report and shit. I'm still waiting on my money from the bank since it's an "ongoing investigation". At this point I'd rather them just donate it to the goddamn animal shelter since it seems I'll never even see it at this point. It's been over 3 months.

Did you withdraw the money out at the casino? I would think if the ATM was on their property, it would the casinos responsibility to correct the situation

I think the way it works is for debts, taxes, and contracts made with USD specified as the payment it must be accepted. So if you bought something on credit, I don't think they could turn down a ripped bill, but before you agree to a sale they could inspect your money and turn it down for whatever reason.

No, it was from a local bank. My credit union is far away in boonietown so I stopped quick.
I called my lawyer to see what his take was, and I guess typically people get the police report, the bank is alerted, and the bank refunds your money once they get the report.
My attorney said it's either really big and just wait for a check for reimbursement. Said not to get paranoid but my bank account went from being dirt poor for 4 years to an inheritance and some family gifts. The settlement I got from a car wreck is easily ten times as much, but that came from a trust account out of the law office. Then again, it could be anything. Maybe it's a big inside job who knows. But someone in the area is bleaching/stripping fivers and making very convincing 20s. Security guards said it was the best they've seen in the past five years. The only thing giving it away was the missing strip. Fucking cocksucking bank.

Yeah this. Legal tender laws apply to situations where money is owed (a restaurant meal is another example,) not to sales that haven't taken place yet. If someone tries to pay a monetary debt with something pother than legal tender, in theory you can still sue for non-payment of the debt if you refuse the alternate payment (although just try this if your employer wants to pay you by check and you want to refuse that for cash.)
With the change thing mentioned earlier, in some countries coins are not considered legal tender beyond a certain amount. That's how it is in Canada.

It really depends more on the store and the managers of said store (with a few other variables like exposure to media).
A cashier is free to say "I can't do that" but that's going to bring a manager over, and depending on the manager, the cashier may be supported or told they have to. Legality plays little in it, unless it's something you can bring a lot of attention onto (and I don't mean other customers watching the drama). The people who want to "make a stand" by bringing in 300 dollar bills all in pennies and shit and (are likely to) get wide spread media coverage, they're going to accept it, purely out of damage control. But you may find yourself shit out of luck if you come in trying to buy a pack of cigarettes with pennies.
Also, as a side note, if you come in with a bunch of change. Your cashier hates your fucking guts and wish you'd die from anal prolapse. If it's quarters, not much of an issue unless your bill is 10's of dollars. But that's not usually the case. It's pennies and nickels. They have to count all that shit or risk getting written up/fired for being short. Who the fuck wants to count 5 dollars worth the pennies? All it does is back up the line and get the people behind you angry. you don't care, because you get to walk out, but the cashier gets to deal with the fallout.
Another tip, don't even fucking waste your time counting it out for them. IME customers can't count worth a damn. The ones who bring in entire dollars worth of the change to count, are drunk as shit. Throw the shit on the counter and let them count it since they have to anyways. You will save everyone a lot of time. They deal with counting all damn day and there are systems you learn to count it quickly that the average person seems to be entirely ignorant of. (5 fingers [well technically one thumb] 5 coins). You slurringly counting your coins to buy your cheap as fuck 6 pack to get even more drunk, isn't helping anything.    And no, we don't care if you just counted it out. We're gonna do it anyways. Sorry, it's not as if we don't trust you.. We just don't trust you.

I was more or less addressing the subject of what stores will accept what currency. It was brought up a few times, figured I'd offer input on the matter having been there myself but didn't really have anyone in particular to reply to. You kinda fell into the fold with the legality thing, but the whole post wasn't really directed at you in particular.
