Yes, after the PC cycle, let your jars cool down for at least 12 hours, before using them.

Without a reference point, all I can say is maybe. Gonna need some kind of temperature so I can wager a guess. What's the temp in the room you're in when you touch them and they feel warm? Hotter than ~77F is a little warm. 70-75F is the best. Over 80 and you run into issues.
If you're talking about the PC cycle then yes, warm to your hands is still too hot. But if you meant that, you really should've been more specific.

In incubation box temp got a little away from me thermometer read 88 but jars felt warmer then they should have. newbie here if you couldn't tell. I have since dropped temp its reading 82 and jars feel good to the touch.

So, stop incubating them. If your room temperature is above 65F then just leave them out in the open.

well temp in room is below 60. Thought it could use a little help staying where it needed to be. They are enclosed with heating pad 2 towels below jars

Well that's how you get dry jars, so I would recommend heating the room if that's an option.

 I use a oil filled small space heater in the winter to heat the room...Normal room temp is perfect.

If you're comfortable your mushrooms will be too. Never heat them directly, that tends to dry them out. Heat the room.

12 hours is way too long to wait to inoculate them. I inoculate jars that are slightly warm to touch all the time. I make sure to aim towards the glass since the center of the jar is hotter. Just use good judgement. Feel your forehead, feel the jar. Much hotter than your forehead may not be good. As for incubation, I do it at 60 degrees all winter long

I inoculate jars between 3 days and a week or two after PCing sometimes.

Seriously. You guys have a set time of twelve hours? I inoculate when they are cool. It's never twelve hours? I leave the pc running on a timer when I go to bed. Wake up 6-8 hours later and the pc is barely warm.
Bags cool off in less than that if they are pulled out of the pc.
Okay, maybe 12 hours isn't WAY TOO long. I bet ten hours is idea. The bigger the item, the longer it takes.
1/2 pint brf def do not need twelve hours.

Most heat pads are far too powerful to have under jars. I currently have a heating pad in the bottom of a wardrobe with jars on a top shelf and to the side. The pad is on its own far away from all of them, so really acting like a space heater -though with no thermostat. I think my pad is about 50W.
I have had heaters on plug in timers too, but without a thermostat you have to keep a close eye on them.
