What to do with this T. pachanoi

I realize there are a million and a half T. pachanoi questions out there, but I didn't get all of my questions answered.
Here is the little guy, with all the crappy etiolated growth starting when I got him:

It is just shy of 11/4 feet tall. It is way past time for it to be repotted, but I was wondering if it is also a good time to take some cutting(s). I am anxious to see how active it is, but I don't want to stunt its growth.
So I guess my questions are: -Does it look active (did I even correctly identify a T. pachanoi? haha) -How many cuttings should I take? -Will taking cuttings increase/hinder growth?

Yea it's a pach, bro. If I was you, id cut the top off right where it starts getting skinny and let it callus over. Then I'd hack a nice log off of all that skinny shit way down to the evenly thick part, and slice it at an angle. Plant the top obviously, and your stump will shoot pups, consume log, or log propagate that bitch it will be better in the long run if you hack it now rather than watch it. Just my two cents.

Ok,I would cut the mid section out I indicated with the red lines,and repot the base vertical in a new pot and fresh soil.
Let the mid section callous,and then plant it.
Then I would let that top etiolated section callous,and I would bury it in dry soil up to the blue line to let it root.
If it were mine that is

You cannot determine this with your eyes. T. pachanoi may or may not have a high alkaloid content, so you dont really know until you investigate further.
