COLUMBUS, Ohio — Ohio voters will have the chance to decide this fall whether marijuana should be legalized for medicinal and recreational use, the state’s elections chief determined Wednesday.
Republican Secretary of State Jon Husted said ResponsibleOhio’s legalization proposal met the state’s signature requirements to qualify for the Nov. 3 ballot.
Organizers had initially fallen short of valid signatures, but they were able to gather the additional 44,185 qualifying names to meet the approximately 306,000 needed.
The Marijuana Legalization Amendment would allow adults 21 and over to purchase marijuana for medicinal or recreational use and to grow four plants for personal use. It sets up a network of 10 authorized growing locations around the state, some that have already attracted private investors, and lays out a regulatory and taxation scheme for cannabis.
Passage would make Ohio a rare state to go in a single vote from entirely outlawing marijuana to allowing it for all uses.
There is another competing legalization campaign, Ohioans to End Prohibition, that is targeting the 2016 election.
The next step for ResponsibleOhio’s proposal is for the state Ballot Board to approve language that voters will see on Election Day.
Late last month, Husted named a special investigator to review what he called “significant disparities” in the group’s petitions. He also subpoenaed the campaign’s executive director, Ian James, and various records from his consulting firm. ResponsibleOhio has said it met a Monday deadline to comply with Husted’s orders.
In a statement Wednesday, James thanks local elections officials for their “Herculean effort” in reviewing the signatures. He said legalization’s time has come in the state.
“Drug dealers don’t care about doing what’s best for our state and its citizens,” he said. “By reforming marijuana laws in November, we’ll provide compassionate care to sick Ohioans, bring money back to our local communities and establish a new industry with limitless economic development opportunities.”
Certification of the marijuana amendment sets up a ballot fight with another issue this fall.
A proposal sent to the ballot by Ohio lawmakers will ask voters to ban monopolies and cartels from being added to Ohio’s constitution. It takes aim at the 10 marijuana-growing sites described in the proposed amendment. Officials say the anti-monopoly measure is written to trump the marijuana amendment.
Husted has said that Ohio’s Constitution clearly states that the top vote-getter prevails when two conflicting ballot issues pass in the same election. But he also said the anti-monopoly measure is designed to go into effect immediately after passage and so would ban the growing-site system when it takes effect 30 days later.

A much better issue may be on he ballot in 2016. Your an idiot if you vote for a monopoly. You'll get busted for any other drug or having anymore ham 4 plants. They will do random inspections of home growers wi permits, without warrants. Your basically inviting trouble if you think this issue is a good model for legalization.

Granted I don't know all the specifics of what Ohio is doing, but I would be ecstatic if my state was doing anything to push forward with legalization. Seems to me like the important thing is getting it legalized period and the whole monopoly thing can be dealt with later.
The black market is still going to thrive for people who don't want to pay the high tax and I don't see how law enforcement is going to be anymore efficient at dealing with the issue than they are now.
Maybe someone with more knowledge on the issue can break it down for me better, but if I was in Ohio I would vote for this.

cant be surprised. If the fed is gonna allow this there gonna be corporations involved and controlling it we have to do this on our terms, who is we and what are the terms? I don't know, but if we let politicians write the bills to legalize were gonna still be hiding plants and going to jail. Just like alcohol. That shit is far from legal people still got to jail for making and selling it, but if u give the government lots of loot in the form of permits and licenses your good. Fuck that hide your plants don't sign up for a med license bad news.

No. Vote the law in. Changing details is not as hard as passing a marijuana legalization bill. The prescription drug companies want to divide supporters of MJ legalization by promoting your sort of logic. Given enough time, they will win. All this country needs is another Nancy Regan to send drug laws back to the 80's.

I don't understand that logic either.
If you can't be arrested for possession of small amounts or the use of marijuana in your own home, that's a step in the right direction.
Why vote "no" on it just because it's not written perfectly?

the nation is sending the wrong message. hey kids, dont do drugs but we just legalized drugs. do as we say because we're adults and not hypocritical or anything. Plus too america really needs more lazy people.

best of luck from Seattle! i work next to a rec store in Washington. we have much higher taxes on our rec legal system than Colorado's, but the owner there has managed to get the prices down. they have 50$ quarters and 10$ grams of 18%-23% thc stuff. apparently he has the lowest prices of any rec store in the state. besides that, the edibles/most weed/other thc infused products are extremely higher priced than dispensaries.
I hope the future states that legalize it do not put such a high tax on it like here, and allow an unlimited amount of stores. the point is to eliminate the black market and get taxes, and overregulating it more than alcohol just because its marijuana will not do that.
