Ubuntu is one of the Linux distributions, yes. You can download a recent version from the Ubuntu website. If you dislike Ubuntu, just pick one of the dozens of other distributions, but it's all just Linux in the end. You can download a disk image, burn it to a DVD, boot from it and then you'll find yourself in a fully functional Linux environment. Hard drives are nearly always automatically mounted, so you have full access to them. That way, you can delete files and folders on the hard drive without Windows interfering, as it isn't active at that point.

What Koraks is saying is to burn a bootable ubuntu disk, boot from it, but then instead of installing it, just use its tools to wipe the folders on the drive you want. Ubuntu should mount them all automatically so you can see the windows folder and what not.
Then just take the disk out and reboot and it should boot back into windows, assuming you didn't accidentally delete the windows folder on the main drive instead by accident.

there is a program called unetbootin that will automatically download a linux distro for you and format it to a flash drive. i like using the mint distro for this kind of stuff.

That is a good idea

You can also look into a utility pack / tool called
ultimate boot CD
or ultimate boot disk. Google will correct me when you look for it. Its basically a recovery tool that someone put together that uses a ton of other free tools so you have a boot disk with most anything you could need for most situations. How to recovery lost windows login passwords, drive wiping and partitioning tools, etc etc etc etc. Really useful.
But the idea for what you need to do is the same as I said before. Boot to anything that isn't your windows installation. Use whatever tools it has to delete the folder in question. remove boot usb/cd and boot back to your desired windows install and you should be good. Again, provided you dont make the mistake of mounting the wrong drive and deleting the c:\windows folder from the windows install you wanted to keep.
