Can regular silicon be used in place of RTV hi-temp silicon?

It's a little cheaper, and it states that it was a temperature range up to 400 Fahrenheit. Since pressure cookers only reach temps of 250 F, I figure this stuff would be okay.

yes of course. 
rtv just stuck and people repeat it.. used to be "red rtv" until someone at least realized color doesnt matter

Yes the clear stuff can be used and seems to work just fine, it's what I use. If you are using them to make SHIPs the clear stuff makes it easy to see the hole through the lid and makes finding the right spot to stab with the needle a breeze. Make the needle hole about 1/4" and give it some good thickness on either side of the lid.

Its similar to what I use too and as above I like being able to see the holes. If it is smooth it is easier to see the hole. That's if you are bothering to make SHIPs at all.
If making SHIPs I put plenty of silicone on both sides and make sure it joins well in the hole. This mechanically fastens the SHIP rather than just relying on adhesive strength.
If putting filters on metal lids I would also make sure silicone is on both sides of the hole and the edges. To mechanically fasten and to prevent rusting. Just be sure you do not close up the filter with silicone.

I spawned some popcorn casings and had double-overlay cause I didn't put enough hydrogen peroxide in my automated aquarium mister. I only got one mushroom so I cut off the head part where the seeds fall from and put it in a jar of LC and sprayed it all over a tin of PF cakes I made with gravel, cardboard, and bisquick in my microwave. I think it will be good cause B+ is so potent. Triggered yet? Only a square would say "a cube is a cube."
No, this does not look right...

The mushrooms actually prefer the clear stuff. They like the smell and the color is not offensive.
I hope to get that started as fact

Thats why i use it, that and some lavender essential oil coupled with slow jazz to help them relax
