actual civilization

Any "civilized" nation should have a populace with access to: free health care; any non-lethal substance one wishes, a subset of which would include clinics for the administration of, for example, heroin and certain other schedule I substances; any plant/fungus one chooses to cultivate and grow; free education for anyone who is interested, with attentiveness to the possibility of compensating students monetarily, which would be not only appropriate but also act as a mechanism for ensuring the presence of those who should be there and the absence of those who shouldn't; extremely limited campaign finance and fixed, tighter term limits on all politicians, ensuring a lack of corruption and true citizen service; a defense budget that is sensible but not out of control; a sensible tax code; and any number of other basic improvements that all citizens of planet Earth should have. We would do well to stop all this very American self-congratulatory flag-waving and get down to thinking about things.
Does that make sense?

Absolutely, and it seems like it would be so simple to implement as long as people were fluid in their thought patterns and perceptions...
I keep seeing politics as a game for 2 year olds who won't share toys

What species are you hoping for us to be?
I'm more of a live and let live kind of guy. I see value in private charity which the state seeks to strangle with monopoly... though as that involves humans as well it's not entirely practical either, though it does seem to have more room for individual liberty. Idealism is great as long as you don't expect too much from it.

Oh I freely admit it's a pipe dream. I'm just sort of putting it out there. The strange part is that all it would take is for enough people to change their minds. No amount of legislation, or attendant programs, could pull anything like that off. The only thing that could is changed minds. And people are pretty rigidly set in their ways, for the most part.

That is a very human and 21st century american way to view a broad category that encompasses thousands of years and scores of cultures (perhaps even species). That is just the way you want our current society to be, its not reasonable expectation of "civilization" at all.

True, buts its some of the best you're gonna get if you're all about universalism, and personally i dont see civilization as a rejection (yes I know you didnt type rejection) of culture, but more of a product of culture(s) and with DQ's model, its a win for everyone.

I am all for true civilization, I think psychology is about individuals becoming truly civilized by identifying totally with the other yet not losing the self. I'm not a believer but I am experimenting. At this point I desperately need to identify with some non cynical entities. Not even sure where to look. I'm not sure about health care though, why not let everyone reincarnate? Allot cheaper. I'd rather put all those resources toward space exploration. Health care for the worlds top STEM folks for sure, no need to waste it on everyone though.
