Is this rot? (tricho)

I just repotted a few trichos because the sol mix they were sitting in was poor. (bought at a garage sale 2 weeks ago) But when i took this guy out the pot, i noticed this strange black discoloration on the base near the root. This area had previously been buried beneath the surface so I only noticed it now. The trich doesn't look stressed and this black area is completely dry and doesnt feel spongy or smell or anything, no oozing. Its just hard, black, and worrying.

Should I spray with fungicide? Decapitate, callous and start again? Ignore it?

When I'm worried to plant have rot or not. I wont water it and let it be.

Few times rot have dried off as plant heals (one l. diffusa did that as well and rot half and recovered)

Those recovered from minor rot have had always good roots as well, but I just keep them dry and not water for long time. If I suspect rotting, but rooted trichs may easily heal minor rot if you don't give moisture for it and let it dehydrate. But they won't always do that. Not all rot stops and plants may not heal. It's hard to say because some plants have died to rot, some have survived and rotten tissue vanish. Only minor rot I've managed to get rid of by dehydrating the rooted cactus. Massive basal rot usually needs to cut rot off.

They can heal but it's not happen always and depends much of conditions.

I don't see rot in picture, but picture is just picture.
